Focusing on the "6+X" future industrial clusters, pilot zones will be established in areas such as the low-altitude economy
Recently, the Hangzhou Municipal People's Government released the "Recommendations of the CPC Hangzhou Municipal Committee on Formulating the 15th Five-Year Plan for the National Economic and Social Development of Hangzhou" (hereinafter referred to as the "Recommendations"), explicitly proposing to take technological innovation as the core driving force, focus on the future industrial layout and digital economy upgrading, and strive to seize the commanding heights of industrial development. Among them, the "6+X" future industrial clusters such as synthetic biology, aerospace, and low-altitude economy, as well as the construction of new infrastructure, have become the focus of the plan, injecting new momentum into the high-quality development of the city.
In terms of cultivating industrial clusters, Hangzhou will focus on building a "6+X" future industrial system. Apart from the explicitly listed six major fields of synthetic biology, aerospace, low-altitude economy, quantum technology, optoelectronic technology, and brain-inspired intelligence, it will also expand "X" potential industries around cutting-edge tracks. By exploring diverse technological routes, implementing typical application scenarios, constructing feasible business models, and adapting market supervision rules, Hangzhou plans to build a number of future industrial pilot zones to promote the deep integration of technological innovation and industrial application. At the same time, Hangzhou will continue to strengthen the "296X" advanced manufacturing clusters, focus on the two trillion-yuan industries of artificial intelligence and visual intelligence, cultivate nine hundred-billion-yuan industrial fields, and create characteristic industrial landmarks such as China's Vision Valley and China's Digital Valley, forming a pattern of coordinated development between future industries and advanced manufacturing.
In the field of infrastructure construction, Hangzhou has proposed a moderately advanced layout for new infrastructure, with a focus on promoting the construction of supporting facilities related to the low-altitude economy. It plans to rationally design facilities such as test flight test sites, regional drone public takeoff and landing sites, intelligent networking platforms, and air routes, laying a solid hardware foundation for the development of the low-altitude economy industry. Furthermore, it will deepen the construction of benchmark cities for "vehicle-road-cloud integration" applications, advance the evolution and upgrade of the 5G network and the layout of new-generation network communication facilities, and carry out digital and intelligent transformation of traditional infrastructure, building a modern infrastructure system that is safe, resilient, integrated, and converged.
In terms of industrial upgrading and economic development, Hangzhou will consolidate its advantage as the "No.1 City in National Digital Economy" and promote the transition from digital economy to intelligent economy. By improving the "AI Factory" cultivation system, developing the industrial internet, and deepening pilot projects for digital transformation of small and medium-sized enterprises, the city will accelerate the deep integration of the real economy and the digital economy. At the same time, Hangzhou will implement the revitalization action for software cities, explore the new form of platform economy 2.0, encourage the platform economy to shift from scale-driven to innovation-driven, and achieve mutual empowerment between "platform + industry". For traditional and historical classic industries, Hangzhou will deepen the tough action of "emptying the cage to replace the bird, and the phoenix rises from the ashes", promote technological transformation and ecological upgrading, and support high-level inheritance and high-quality development of industries such as silk, tea, and traditional Chinese medicine.
In addition, the "Suggestions" also emphasize the importance of safe development and efficient governance. Efforts will be made to strengthen risk assessment and management in emerging fields such as artificial intelligence, networking, data, and low-altitude aviation, improve risk prevention and control mechanisms in key areas, and maintain the bottom line of preventing systemic risks. Meanwhile, we will deepen the construction of new smart cities, iterate the "Hangzhou City Brain" and digital twin city functions, upgrade platforms such as "One-stop Online Services" and "Unified Online Management", and create a new system for smart and efficient governance of megacities, to facilitate high-quality and sustainable urban development.
